Children with developmental disabilities are entitled to the basic human right of receiving the benefits, treatments and services that they need in order to function at their highest level of ability. Where the government has not met their needs, Beit Issie Shapiro has stepped in to bring together parents and organizations in the field of disabilities to challenge and change the establishment. In 2000, Beit Issie Shapiro’s efforts led to the passage of the Rehabilitative Daycare Law in Israeli Parliament, requiring the State to provide early intervention daycare to children as young as six months old.

Since 2001, Beit Issie Shapiro convened a coalition of over 60 organizations to advocate for rights for children with disabilities and their families. the coalition is led by an attorney and a community social worker and works to ensure the implementation of the Rehabilitative Daycare Law, to propose changes to existing laws, and introduce new laws where necessary to provide additional and better services for more children and their families.

There are 320,000 children in Israel with disabilities, of which 196,000 require ongoing treatment. The Coalition’s work aims to impact all of those children and their families.
